PROBLEM TO BE SOLVED: To improve functionality, economicity, and efficiency of a binary pulse encoding waveform measuring apparatus by generating a single histogram to generate an eye diagram which defines the characteristics and property of a high-speed binary pulse bit stream. SOLUTION: The apparatus for determining the characteristics of the binary pulse bit streams (13 and 14) includes: a control apparatus for defining window comparators (202 and 203); and a logic apparatus (2) for accumulating and mapping numbers derived from a count of the number of times the bit stream pulses fall at points inside the window comparators (202 and 203), and drawing the eye diagram defining the characteristics of the bit streams (13 and 14).
