PROBLEM TO BE SOLVED: To provide a plasma display panel capable of preventing damage to sustaining electrodes and having dielectric layers with uniform thickness, and to provide a method of manufacturing the same. SOLUTION: Two grooves are formed for every unit discharge cell on a substrate, bus electrodes are inserted into such grooves as formed so that the bus electrodes are flush with the substrate, and sustaining electrodes are formed so as to cover the bus electrodes.
