PROBLEM TO BE SOLVED: To provide a plasma display panel of matrix display using a surface discharge that can be generated between row electrodes by a low driving voltage. SOLUTION: The plasma display panel has: a plurality of row electrode pairs (X, Y) forming display lines respectively, and a dielectric layer 2 covering the row electrode pairs (X, Y), on the side of the inner surface of a front grass substrate 1, where the row electrode pairs (X, Y) are extended in the direction of row and laid side by side in the direction of column; and a plurality of column electrodes D forming discharge cells C in discharge spaces at the points of the intersection with the row electrode pairs (X, Y) respectively on the side of the inner surface of a back grass substrate 4, where the column electrodes D are extended in the direction of the column and laid side by side in the direction of the row. In the dielectric layer 2, a concave groove 12a is formed at a portion facing a discharge gap (g) between a pair of row electrodes X, Y forming the row electrode pair (X, Y), and the thickness of the portion of the dielectric layer 2 is less than the thickness of parts located at both sides of a part facing the discharge gap (g).
