<P>PROBLEM TO BE SOLVED: To provide a system providing an electronic check and money and an electronic bill settlement via a transaction agent by safely using the Internet, and providing content deposit and withdrawal from a remote place by a password number fingerprint replacing a password number and a broadband visual telephone type ATM system. <P>SOLUTION: When using the electronic money, electronic check or electronic bill, a member deposits cash into a transaction agent account or receives a certification of payment of a financial institution, and the electronic money is issued to an electronic net money account. The member receives authentication of the transaction agent by Internet communication. The transaction agent carries out a settlement by transferring the electronic net money into an electronic net money account of a payee by an instruction of the authenticated member.
