A tubular cover, formed of a mixture of a gum and a heat-shrinkable synthetic resin, is formed to a size slightly larger than the outer periphery of a general tire, and is heated over the entire cover by hot water or hot air, with a reference numeral 2 put over and attached to reference numeral 1 in Fig. (1) to allow the entire cover to shrink and closely attach to the tire as shown in Fig. (3). 2. Reference numeral 4 in Fig. (1) is equivalent to the recessed surfaces of snow-road and general tires, with a pattern mold forming a vertically shrinkable mold. Reference numeral 5 in Fig. (1) is a protrusion on a tubular inner periphery that engages reference numeral 6 in a tire groove (Fig. 1) to increase adhesion between the cover and the tire without causing slipping.
