PROBLEM TO BE SOLVED: To provide a tool unit and a cutting method capable of cutting a laminate having a protective member on a surface of a material without contaminating and damaging the surface of the material. SOLUTION: When this tool unit 3 mounted on the surface of the laminate is driven in the cutting direction, two cut grooves are formed mainly on the protective member by two cutting blades 4, 4 of a second cutting tool 2. A part between two cut grooves, of the protective member is removed and the material between two cut grooves is cut by a first cutting tool 1. As only the part between the two cut grooves, of the protective member is removed, the exposure of the surface of the material caused by the separation of the protective member found in a conventional case, can be prevented, and the material can be prevented from being contaminated and damaged.
