PURPOSE: A system for issuing an on-line lottery ticket as an auction and method for payback service are provided to make a plurality of participants participate in a tender with a small tender price and to offer a higher success probability comparing with an off-line lottery ticket. CONSTITUTION: An automatic tool collects the price comparing with the number of participants. If the number of the participants and the collected price are equal to a real price of a product, the tender is completed. A successful participant receives the product. The unsuccessful participants participating in the tender receive the price of a constant ratio again.
