The heat regulating component (8) incorporates a device (13) for monitoring movement in objects (9-12) and is programmed to lower the adjustments in the heating unit (2) on detection of such movement. The arrangement is for use in connection with an electrical heating unit which produces an electromagnetic field. The regulating component is programmed to alter (disconnect/lower) the adjustments in the heating unit on detection of the presence of human beings or warm-blooded animals in the surroundings/vicinity of the heating unit. The arrangement involves electrical heating cables embedded in a floor construction in a room used by human beings, such as children in a pre-school. The regulating component disconnects or lowers the heat adjustment in the heating cables on detection of human presence in the room. It incorporates a timer programmed to reset the normal heat adjustment after a specific time.
