PROBLEM TO BE SOLVED: To provide a means for removing sludge and the like accumulated in an oil storage tank such as a crude oil tank and for producing a fuel. SOLUTION: Raw water is suitably mixed with a special surfactant to produce washing water (4). The washing water (4) is pressurized with a water pump (5) and then sprayed as the high pressure washing water (4) from nozzles (9) in the oil storage tank (7) to break and simultaneously emulsify-decompose waste oil and sludge (8) by the strong surface activity of the added surfactant, thereby producing the homogeneous emulsion fuel (16).
