PROBLEM TO BE SOLVED: To provide a method and a composition for expressing an inhibitor for RNA duplicating, especially effective in dsRNA-like structure at TAT part.

SOLUTION: The rearranged virus is inserted with a nucleic acid segment having the deficiency of a virus genome segment and containing a sequence coding a dsRNA-binding protein. The dsRNA-binding protein is selected from the group consisting of human and mouse interferon-inducible and dsRNA- dependent protein kinases, vaccinia virus E3L protein, Escherichia coli RNase III protein, human TAR/RRE-bonding protein, Drosophilla staufen gene product, Saccharomyces pombe PacI protein, Xenopus RNA-bonding protein A, pig C group rotavirus P8 protein, retrovirusσ3 protein and human son-a protein.
