PROBLEM TO BE SOLVED: To provide a method of effectively decomposing heavy metals, dioxins, and agricultural chemicals contained in soil, water, seafood, dung of domestic animals, incineration ash, or the like. SOLUTION: In this method of decomposing heavy metals, dioxins, and agricultural chemicals, an effective microorganism group containing blended strains comprising 55% aerobic bacteria group and 45% anaerobic bacteria group is mixed with organic waste to carry out a primary fermentation at about 40-200°C, and, additionally, an effective microorganism group containing blended strains comprising 55% aerobic bacteria group and 45% anaerobic bacteria group is mixed therewith to carry out a secondary fermentation at about 100-200°C, together with material to be treated, thereby decomposing the heavy metals, dioxins, and agricultural chemicals contained in the material to be treated.
