PROBLEM TO BE SOLVED: To provide a thermosetting aqueous resin composition having a high glass transition point (Tg) and a high elastic modulus at a high temperature. SOLUTION: The thermosetting aqueous resin composition comprises an aqueous dispersion of a self-water-dispersible acrylated aromatic epoxy resin (I) having hydroxyl groups and carboxyl groups partly or wholly neutralized with a basic compound, in a state in which the epoxy resin (I) contains a phenolic resin (II) and a blocked isocyanate (III). The process for producing the thermosetting aqueous resin composition comprises subjecting a solution of the self-water-dispersible acrylated aromatic epoxy resin (I), the phenolic resin (II) and the blocked isocyanate (III) in an organic solvent to emulsification through phase inversion in an aqueous medium.
