PROBLEM TO BE SOLVED: To provide a grinding device and a grinding method having high workability and facilitated in accurate grinding. SOLUTION: This grinding device 1 is provided with a core pushing center part 10, a driving part 20 and a grinding wheel part 40. A fixed core pushing center and a movable core pushing center are inserted into insertion holes of a material to be ground, and both ends of the material to be ground are held freely to be rotated. An elastic member 28 stretched with the predetermined curvature is driven by four pulleys of a first pulley 21 - fourth pulley 24, and the material to be ground brought in contact over the first pulley 21 is rotated along the elastic member driving direction. A grinding wheel member 41 arranged opposite to the first pulley 21 is made to be brought in contact with the outer surface of the material to be ground, while rotating the grinding wheel part in a direction opposite to the material-to-be-ground rotating direction, and the periphery of the material to be ground is ground on the basis of the axis of the insertion hole of the material to be ground, which is held by the core pushing center part 10, as a reference.
