PROBLEM TO BE SOLVED: To improve cooling efficiency for a rolling material by a cooling apparatus on the inlet side of a rolling mill. SOLUTION: A injecting member 22 for injecting cooling water is arranged between two opening/closing rails 10 for opening/closing the side guide 8 and under the side guide 8 in parallel with the guide width direction of the side guide 8. A pair of long-length guide members 31 having U-shaped cross sections of which the end faces constitute the side guide 8 are matched in positions thereof facing the injecting member 22, and thus a mounting part 36 is formed. The injecting member 22 is provided with a plurality of injecting holes 22a for injecting cooling water on the upper surface thereof. The injecting member 22 is fitted into the mounting part 36 so as to form a continuous surface with the inner surface of a guide member 31 and the upper surface thereof. Cooling is carried out in the position of the side guide 8 with respect to a hot rolled steel plate 6, so that the hot rolled steel plate 6 is introduced into a rolling mill 15 in a lower temperature state in an initial stage of temperature rise by recuperation.
