PROBLEM TO BE SOLVED: To provide a rolled web of a packing material capable of continuously mass-producing a flat bag with gussets or a pillow package with gussets by a bag making machine or a pillow packaging machine, and to provide a method for manufacturing the same. SOLUTION: The method for manufacturing the rolled web of the packing material comprises the steps of bringing the outer surface of the packing material F<SB>1</SB>into slide contact with a pair of slit forming plates, lowering a packing material retaining plate 7f, pressing the material F<SB>1</SB>to the slit forming plate 7b, then lowering a gusseting plate 7g to intrude the material F<SB>1</SB>between the slits of the slit forming plates 7a, 7b to gusset the material, then lowering a packing material retaining plate 7e, pressing the material F<SB>1</SB>to the plate 7a, returning to raise the plate 7g, then closing a pair of heat sealers 7c, 7d for gusseting the material, and repeating the previous steps at a predetermined pitch.
