PROBLEM TO BE SOLVED: To provide a stable vacuum ultraviolet exciting phosphor assuming blue or purple emission with high luminance in the vacuum ultraviolet excitation and having good life characteristics and a light-emitting element. SOLUTION: The phosphor is activated with bivalent europium and is represented by compositional formula (M<SB>1-x</SB>, Eu<SB>x</SB>)(Be<SB>1-y</SB>, Mg<SB>y</SB>)<SB>m</SB>Si<SB>n</SB>O<SB>m+2n+1</SB>äwherein, M is at least one kind of calcium, strontium and barium; x is a number within the range of 0<x<0.2; y is a number within the range of 0≤y<0.5; m is a number within the range of 0.8≤m≤1.2; and n is a number within the range of 0.8≤n≤2}.
