PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device which prevents its cataphoresis and striation, and to provide an illumination device. SOLUTION: The discharge lamp lighting device 1 comprises a switching element Tr1 connected between output terminals of direct current power source 2, supplying high frequency voltage to the discharge lamp 4 by alternately switching on and off, and a high frequency lighting circuit 3 constructed so as to make the direct current component of the lamp voltage of the discharge lamp 4 become 0.5-1.6 V when the coldest point temperature Tc of the discharge lamp 4 is 5-40°C.
