PROBLEM TO BE SOLVED: To provide a device and method for removing a turbine scale using laser that is easily handled, does not require a countermeasure for dustproof and less expendable items for application and does not affect a base material accompanying the application. SOLUTION: This device includes a laser oscillator 1 that emits a laser pulse light necessary for removing a turbine scale, a light guide system 2 that can send the light from the oscillator 1 to a position where a scale 4a of a turbine blade 4 is located, an irradiation device 3 that takes the light from the system 2 and irradiates the light to the scale 4a which is a surface of the turbine blade and has iron oxide and akaganeite (β-Fe00H) as main components, adhered to the surface, and a moving device 11 that can move the device 3 along a guide rail 5 placed parallel to the blade 4.
