PROBLEM TO BE SOLVED: To securely change over a supply system of tap water from a normal state to an emergency state in a simple device, in the case that tap water is made to flow in a water main pipe without flowing in a water reservoir at an emergency like an earthquake, although tap water flows through the reservoir in a normal state in a condition that the water reservoir installed near a tap water main pipe and the tap water main pipe are connected by an inflow pipe and an outflow pipe. SOLUTION: An emergency actuation valve is attached to one of a tap water main pipe, an inflow pipe, and an outflow pipe, an air cylinder charged with a compressed gas is provided near to the emergency actuation valve. In a normal state, compressed air acts on the emergency actuation valve so that the emergency actuation valve retains a normal state, and in an emergency, the compressed gas changes the motion of the emergency actuation valve so that the emergency actuation valve works to retain the emergency state.
