PROBLEM TO BE SOLVED: To prevent the number of revolutions from rising rapidly immediately after the start of a turbine. SOLUTION: This turbine control device includes change rate deciding means 20, a signal generator 22, a lower value selector 7 and a switch 23. When an open status of a steam stop valve is detected based on a turbine start signal 53 indicating an open/close status of the steam stop valve, and it is detected that a change rate of the number of revolutions exceeds a preset value based on a signal 58 of the number of actual revolutions of a turbine, the means 20 outputs a switch signal 65 indicating the state. The signal generator 22 generates a command 62 for closing the valve that drives a steam governing valve in the direction of closing the valve. When a first command 55 of the number of revolutions and the command 62 are entered and a switch signal 65 is entered, and if the signal 65 is effected, the switch 23 outputs the command 62 to the selector 7 and a steam governing valve operator is driven to close the steam stop valve based on the command 62.
