PROBLEM TO BE SOLVED: To develop and debug a control program for a relatively small product having a quick response, without using an actual mechanism and a dedicated relay circuit. SOLUTION: The device is constituted to synchronize an operation of a first processor 10 and an operation of a second processor 20 by exchanging a control quantity and a state quantity between the first processor (a control firmware) 10 and the second processor (a simulator) 20 via a transfer means 30 while temporarily retaining the control quantity and the state quantity in a control quantity area 12a and a state quantity area 12b respectively in a memory space 12 of the first processor 10.
