PROBLEM TO BE SOLVED: To provide a method for producing a non-woven fabric, fiber or film comprising a permanently hydrophilized thermoplastic resin as a raw material. SOLUTION: This fiber, non-woven fabric or film comprises a thermoplastic resin and a mixture comprising one or more nonionic surfactants each having a terminal-hydrogenated perfluoroalkyl group and one or more polyoxyalkylene groups in the structure and one or more nonionic non-fluorinated surfactants each containing polyoxyethylene groups in an amount of 20 to 80 wt.%, wherein the mixture is contained in a sufficient concentration to give a permanent hydrophilic property to the thermoplastic resin.
