PROBLEM TO BE SOLVED: To reduce overshooting at an accelerating/decelerating time, and also, to effectively interrupt the speed fluctuation in a normal state with a simple constitution. SOLUTION: A carrying part 16 is provided with a pulse motor 40, and damping mechanisms 44a and 44b for generating a damping force proportional to the acceleration are attached to the driving shafts 42a and 42b of the pulse motor 40. The damping mechanisms 44a and 44b are provided with casings 48a and 48b, and also, several cells are independently formed inside the casings 48a and 48b, and a fluid body is stored in each cell.
