PROBLEM TO BE SOLVED: To provide an exterior wall substrate panel which can greatly reduce the number of components and can reduce costs by virtue of easy execution of work. SOLUTION: This panel is equipped with a panel frame 2 which is composed of vertical furring strips 3a and 3b and horizontal furring strips 4, a heat insulating material 5 which is arranged in the panel frame 2, and a mounting member 6 having an approximately Z-shaped cross section; one flange of the mounting member 6 is joined to the indoor side of the furring strips 3a and 3b of the panel frame 2; and the other flange thereof is protruded in the lateral direction of the furring strips 3a and 3b. Additionally, the mounting member 6 is formed of a continuous body whose length is equal in dimension to/smaller in dimension than a height to an upper beam of a building from a sill thereof or a lower beam 22 thereof.
