The device has two concentric circular plates (1,2) each rotated by a driving motor (3,4) and receiving the tool (14) which is to be moved around a tubular element (T). One of the plates receives one end of a support arm (13) integral with the tool, the other end engaging the other plate to allow movement of the tool in the direction of the tubular element. The plates can be rotated at different angular speeds in a controlled manner to provide a specified penetration depth in order to create an initial rupture section to allow cutting of the tube by pulling it out under the effect of a traction force exerted at one of the tubular element ends. |
