The digital network admission control receives request for service quality associated with information maximum and mean micro flux rate. A risk factor is also determined. The aggregate rate of network microflux is calculated, based on the microflux equivalent rate, and a decision made on accepting or refusing microflux associated with a service quality dependent on the calculated rate.
