<P>PROBLEM TO BE SOLVED: To reduce an entropy without using prediction processing and to further raise a compressibility. <P>SOLUTION: An area dividing transforming means 70 first inputs a digital image signal, splits the area, and processes the respective areas. For example, an L area is set to an original image value, and an H area is set to be transformed by a multi-stage transforming means 10. The divided H areas are transformed in multi-stage by the means 10, and entropy-coded by an entropy coding means 20. Then, the L area is input to the means 70, band-divided in a vertical direction, and similarly processed at the respective areas.
