PROBLEM TO BE SOLVED: To hold an image from an auxiliary sensor (an infrared passive sensor) in a corner of an angle of view of a monitoring camera for determining covering of the auxiliary sensor from a camera image for giving an alarm. SOLUTION: By means of a reflecting mirror arranged in a corner of an angle of view of the camera 1, an image of the auxiliary sensor 2 is reflected to be held in the corner of an image from the camera, and the corresponding part is cut by an image cutting part 13. A cut image obtained when no abnormal condition is detected in the auxiliary sensor is written in a background image memory 14. An image optionally outputted from the camera and cut out by the image cutting part is inputted into a differential processing part 15 for finding a differential between an image read from the background image memory and it, and the differential is binarized in a binarization part 16 into 1 or 0. The binary data are inputted to a covering determination part 18 for comparing them with a determination reference value read by a reference value storage part 17 for determining existence/absence of covering of the auxiliary sensor. If the absolute value of the binary data is larger than the reference value, it is determined that the auxiliary sensor is covered and an alarm is given from an alarm part 12. COPYRIGHT: (C)2003,JPO
