PROBLEM TO BE SOLVED: To aggrandize a luminous device and improve decorative effect of the surface, improve safety by softening the surface to eliminate hurting a human body, reduce change in luminous performance due to outdoor air tempera ture, and improve stability of quality during distribution. SOLUTION: Unevenness work is applied to the surface of closed cell plastic which has the flexibility and is formed with an expansion ratio of 3 to 50%, preferably, 20 to 30% and a chemical luminous device is surrounded by the closed cell plastic to solve the above problems.
