PROBLEM TO BE SOLVED: To provide a light receiving device capable of receiving a stable signal light over a period of long time and a vehicle electronic control device employing it in such a manner that a stain adhesion at an assembly working and a stain with age can be avoided.

SOLUTION: A light receiving device which provides a light-receiving element receiving radiation light emitted from a light-emitting element located at the outside of a case through a transparent plate 4 provided on the case, and a vehicle electronic control device 1 employing the light-receiving device which are mounted on cases of 2 and 3. A cylindrical body 4a is provided on the surface of the transparent plate 4, on which a radiating light incidents, for facing toward the light-emitting element, and the cylindrical body is shaped in a height which equals the maximum length or more in a cross section crossing the optical axis of the radiating light at right angles.
