PROBLEM TO BE SOLVED: To provide an optical element having a small light propagation loss in which a core manufactured by ejection molding of thermoplastic resin is formed on a substrate and to provide a method of manufacturing the same. SOLUTION: A resin to be an adhesive is applied on a substrate 7 to form a resin layer 8, and a core part 9 formed by ejection molding of the thermoplastic resin is adhered ((a) in Figure 4). The core part 9 comprises a core 10 for guiding light and a runner 11 which is a passage for the resin at the time of ejection molding. After the adhesive layer 8 is hardened, it is cut with a dicing blade along lines A-A, B-B, C-C, and D-D shown in Figure 4 (b), and runner 11 is removed, thus forming the optical element shown in Figure 4 (c).
