PROBLEM TO BE SOLVED: To provide a phase control device capable of reducing noise and restraining heat generation without using a reactance or a capacitor for noise reduction even when controlling an illumination load having inductance components or a capacitive components. SOLUTION: A drive control circuit 22 is composed of a CPU or the like. A period for driving an IGBTQ3 before a triac Q1 is turned on, is set. A period T1 for slowly raising the voltage between both ends of an illumination load LO is set by dividing the period into a plurality of intervals, and controlling a control signal voltage to be impressed to a gate of the IGBTQ3 at respective intervals.
