PROBLEM TO BE SOLVED: To execute the processing such as format conversion, etc., by simpler constitution as compared with a conventional one in application to, for example, a camera for monitoring, concerning a video signal processor, a camera, and a video signal processing method. SOLUTION: Video signals S1 are written in order, in order of regions where the video signals S1 are read out, into a memory 17 which preserves the video signals S1 temporarily and outputs them.
