PROBLEM TO BE SOLVED: To provide an encoding apparatus and method for performing efficient compression encoding by enhancing prediction accuracy of a symbol incidence probability at start of the compression encoding and reducing the processing time. SOLUTION: The incidence rate of each pixel is calculated at a prescribed part of a first column pixel array of a gradation image the gradation of which is formed by two kinds of pixels. Then an initial index for arithmetic encoding is set in proportion to the incidence rate of the individual calculated pixels. The inputted gradation image is arithmetically encoded by using the set index for an initial value and the gradation image is compression-encoded. COPYRIGHT: (C)2003,JPO
