PROBLEM TO BE SOLVED: To cope with a problem in a conventional rotary member used for a bearing, etc., that hydrogen embrittlement like short life exfoliation occurs in a contact surface by the invasion of a hydrogen atom or an ion generated during rotary contact to the inside of steel. SOLUTION: This steel rotary member is in rolling contact or sliding contact with a mating member with oil lubrication, grease lubrication, or mixed lubrication of hydrofluorocarbon as a refrigerant and lubricant soluble therein. By forming a hydrogen block layer comprising a concentrated part of an element or a compound having a hydrogen diffusion coefficient lower than that of a base material in the contact surface, the invasion of hydrogen into the base material is controlled, and hydrogen embrittlement like short life exfoliation is deterred even if the amount of hydrogen generated when a use environment or a lubricating environment changes increases.
