<p><P>PROBLEM TO BE SOLVED: To provide a cell shaping device capable of reducing the possibility of occurrence of an illegal value in a cell interval and the possibility of occurrence of delay in succeeding cell transmitting time. <P>SOLUTION: The cell shaping device is provided with a cell scheduling part for determining the transmissible time of an arriving cell on the basis of a traffic characteristics value and a parameter value corresponding to connection belonging to the cell and current time counted by a clock part and updating the parameter, and a cell transmission part for specifying a cell having transmissible time earliest to the cell whose transmissible time is determined by the cell scheduling part and having the highest priority, and when the transmissible time is before the current time counted by the clock part, transmitting the cell to a line.
