PROBLEM TO BE SOLVED: To provide a combustion apparatus wherein the atmization quantity of fuel is adjusted with good accuracy, and noise generated in combustion driving is reduced, and also to provide a hot water heater having the combustion apparatus. SOLUTION: A hot water supply apparatus 1 has a combustion apparatus 2 and a combustion case 4, and is provided with a heat exchanger 5 disposed below them. A fuel jet nozzle 3 of the combustion apparatus 3 is connected to a fuel outward passage 11 and a fuel return passage 17. The atmization quantity of fuel from the fuel jet nozzle 3 is adjusted by opening and closing of an injector valve 10 disposed in the fuel return passage 17. The injector valve 10 is duty-ratio controlled by a valve control means 40. The valve control means 40 varies the period of duty-ratio control according to the combustion quantity of the combustion apparatus 2, and when the combustion quantity is small, the opening and closing frequency of the injector valve 10 is lowered.
