PROBLEM TO BE SOLVED: To provide a battery can and a battery using the battery can having excellent corrosion resistance by an electrolyte even in the case of being left under overdischarge for a long period of time or in the case of an overdischarge cycle where charge and overdischarge are repeated. SOLUTION: A fluoride film is formed on metal formed of aluminum or an aluminum alloy, or on a metal film surface formed of nickel or a nickel alloy formed on the surface of a base material formed of a steel plate.
