<p><P>PROBLEM TO BE SOLVED: To reduce the number of loss, to increase a usage ratio of a coupon, and to increase new customers while maintaining old customers. <P>SOLUTION: This lottery system 10 issuing the coupon is provided with lottery means 2 and 3 for drawing lots, a coupon issuing means 7 issuing the coupon 6, and a reading means 9 reading specific information from a lottery application ticket 8. As results of the lottery by the lottery means 2 and 3, a limited prize having limitation in number, a unlimited prize, that is, a coupon 6 usable at specific shops, having no limitation in number, and a loss offering no prize are prepared. The lottery means 2 and 3 are controlled so that the information carried by the lottery application ticket 8 is reflected in issue of the coupon 6.
