PROBLEM TO BE SOLVED: To provide a transportation plan making device and method capable of efficiently making a transportation plan.

SOLUTION: This device for making a transportation plan for transporting products to be successively produced to a plurality of base points by using a plurality of transporting vehicles is provided with a means for storing the information of products to be transported until the end of the operation time of transporting vehicles which depart within a plan unit period and a means for adding the products to be transported within the next plan unit period in the transporting plan made at the start of the previous plan unit period to the information of the products to be transported prior to the start of the next plan unit period, and for allocating the added products to be transported to the transporting vehicles which depart within the next plan unit period to complete and transporting plan.
