PROBLEM TO BE SOLVED: To increase the measuring speed and to directly detect the scale of an underground water when an underground structure is electrically explored. SOLUTION: From among a plurality of electrodes grounded in advance at equal intervals on a survey line on the surface of the ground, four electrodes which are to be dipole-dipole-arranged are selected by a changeover switch so as to change over their interval and their position, and specific resistances are measured. Their measurement is performed by combining a frequency of 1 to 6 Hz with a frequency of 10 to 60 Hz, the existence of the underground water vein is detected on the basis of a range in which the ratio of the respectively measured specific resistances displays 1.0 or more, and the scale of the underground water is detected on the basis of values of the measured specific resistances.
