PROBLEM TO BE SOLVED: To provide a wave absorbing device capable of being used for dissipating incoming waves from the open sea in a harbor without becoming an obstacle when a vessel enters or leave a port and low in equipment and running cost. SOLUTION: The wave absorbing device comprises a pair of casings 2 opposed to the harbor entrance 61 of a breakwater 60 in the harbor, floating bodies 3 stored inside of the casings 2, a pair of propellers 4 incorporated into the floating bodies 3 and wind force driving mechanisms 5 for rotating the propellers 4, and the wave absorbing device 1 for dissipating the incoming waves 70 between a pair of propellers 4 by a current resulting from the rotation of a pair of propellers 4.
