PROBLEM TO BE SOLVED: To execute steady instruction processing executed with data of a small size without queuing even in a buffer memory used by a plurality of data flows. SOLUTION: Dedicated buffer groups 101 and 102 are preassigned, for example, to respective lower modules 131 and 132, and a shared buffer group 109 is prepared for large data transfer unaffordable by the dedicated buffer groups 101 and 102. For example, the dedicated buffer group 101 is used for an instruction to the lower module 131, and the shared buffer group 109 is requested for a deficit. The shared buffer group 109 can be used by all the lower modules 131 and 132.
