PROBLEM TO BE SOLVED: To provide a mobile communication system, a mobile communication terminal device, a communication control method, a memory medium, and a program which can reduce time until improvement of communication quality (BER), by preferentially selecting a handover measure which can improve the communication quality (BER) from history of the transmission power value of the mobile terminal. SOLUTION: A mobile terminal control unit 111 of the mobile terminal determines whether the reason deteriorating the communication quality is attributed to long distance from a base station to a mobile terminal. If the reason is that the distance from the base station to the mobile terminal becomes longer, the control part executes control of a diversity handover in priority, and if the reason is that other terminals communicating in the base station increase, the control unit executes control of a frequency handover in priority.
