PROBLEM TO BE SOLVED: To obtain a photocatalytic coating agent having high chemical stability even in neutrality and a photocatalytic coating agent which exhibits practical antifogging and antifouling properties even in a room. SOLUTION: The photocatalytic coating agent contains titanium oxide in which an oxygen position in the titanium oxygen crystal is replaced with an anion except oxygen, the anion except oxygen is introduced between lattices or the anion except oxygen is placed in a grain boundary part.
