PROBLEM TO BE SOLVED: To provide a base station, a control device, a communication system, and a communication method capable of allocating channels according to circumstances in accordance with a condition or the like for transmitting packets without being always limited by priority once determined.

SOLUTION: A network interface part 5 acquires a packet transmitted from terminal equipment to a mobile station 3 from the terminal equipment. A priority calculation part 43 calculates the priority of transmission of the packet acquired by the network interface part 5 to the mobile station 3. A weight processing part 44 weights the calculated priority. A priority comparing part 45 compares the weighted priority with others and determines a packet to be transmitted. A transmission judging part 46 judges the possibility of packet transmission on the basis of the receiving state of the mobile station 3 to which the packet is to be transmitted and allocates a channel to the packet judged to be transmitted. A radio part 8 transmits the packet to the mobile station 3 by the allocated channel.
