PROBLEM TO BE SOLVED: To provide a dust adhesion property-evaluating apparatus and a dust adhesion property-evaluating method capable of expressing dust adhesion properties as reproducible numeric value data without any difference depending on measurement time and a measuring person when evaluating the adhesion properties of dust to a polarization plate whose usage environment and material differ from each other, and capable of quantitatively evaluating the dust adhesion properties of the surface of the polarization plate. SOLUTION: The dust adhesion property-evaluating apparatus is provided with at least a lifter 2 for sucking a test piece from the rear side, a rubbing section 3 that is in contact with the surface of the test piece for rotating and for rubbing the surface, and an electrification voltage sensor 4 for detecting the electrification voltage of the test piece.
