<p><P>PROBLEM TO BE SOLVED: To restrain a moving target from being erroneously detected due to a noise such as a speckle noise or the like. <P>SOLUTION: On the basis of a received signal train obtained by a transmitting-receiving station 20, a single look image and two look images which are divided and extracted from the single look image are obtained via a pulse compression means 3 and a look generation means 21. The respective images are binarized and processed respectively by luminance binarization means 9a, 9b, 9c. A moving-object measuring means detects a change part between a binarized single look image and two binarized look images.
