<p><P>PROBLEM TO BE SOLVED: To solve an accident in an early stage by facilitating the search for the eyewitnesses or the concerned persons who were present when the accident occurred. <P>SOLUTION: On the instant an emergency occurs and a dial '110' is called, the owner of the portable terminal near the site is searched for and data are collected while utilizing the positional information of a portable terminal. Then, the subscriber numbers of the persons concerned and the eyewitnesses near the site of the event are collected from the calls in real time to solve the accident in an early stage.
