PROBLEM TO BE SOLVED: To provide a both-sided simultaneously fixing device which obtains steady paper heating effect regardless of a change in moisture content of paper and ensures fixing strength and to provide a both-sided simultaneously fixing device which decreases heat damage to paper caused by a sudden temperature change, thereby obtaining uniform image quality. SOLUTION: A printer has: a web transport means which transports a continuous web; an image recording means which has a toner carrier and transfers a toner image, formed on the surface of the toner carrier, to one side of both sides of the web; and an open fixing device which fixes the toner image transferred to the web. The printer is provided with a web temperature control means which controls temperature of the web, and heating plates in plural rows which are disposed along the transport direction of the web without contacting opposite to both sides of the web and have a temperature gradient from the upstream side to the downstream side.
